Loose ice only stays loose while it stays hard. Any time the surface of a cube melts a little and freezes again, it welds to the cubes beside it. That can happen because the ice sits unused for weeks, because the freezer warmed up during a power outage or with a door left ajar, because water drips into the bin from a valve that does not close fully, or because the door ice compartment is losing its cold through a gapped seal. A single block after an outage is nothing to worry about. A bin that clumps again every few days is telling you water or warm air is getting in where it should not, and the dispenser will jam each time it does.
